have them gather leaves then take a piece of paper trace thier hand and glue the leaves on the paper my 3 year old loved it so much we made like six of them and he hung them in his room and we took the leaves and put them between two pieces of paper and took a crayon and colored the page it made leaf prints then we also took cardbord egg cartons and made catipillers. also we took construction paper buttons of different sizes string and just loose "things" to make a picture

Construction paper and lots of stickers to make a picture, that eliminates a lot of the mess. You could do ghosts or pumpkins and have the kids decorate them.

When my daughter turned 2 we had a birthday party with a "messy" theme. We made invitations which she decorated with painted handprints. For activities with the kids, we fingerpainted with pudding (no need to worry about them eating the paint!), made and played with peanut butter playdoh, and painted small clay flowerpots for them to take home.

You can get sets with pre-cut craft foam in various forms: doorknob hangers, visors, picture frames. The kids can put foam stickers on them. No muss no fuss and a pretty craft they did themselves.

Mix white paint with glue in a small bowl. Have an adult help "paint" the palms of the toddlers and press the hand onto black construction paper.
Flip the paper upside down and glue googly eyes where the "wrist" would be. Instant handprint ghosts. Super cute!
Also good to do for Christmas as well…using the hands with brown paint on either side of a brown circle (construction paper). The handprints are the "antlers" on the reindeer!!

You could buy some inexpensive white pillow cases and a pack of fabric markers and have them each decorate their own pillowcase. My twins made these 3 years ago and still love them.
You could use stickers (for stickers we often use ones that come along with the free address labels we get in the mail) or markers or finger paints to decorate plain brown lunch bags and then have goodies (such as pencils, juice boxes, cereal bars or crayons) for them to pick out and put in their bags.
